These terms govern use of the RosterProof dataset and website, provided by Shoonya ("we," "us"). By accessing the data — on the Snowflake Marketplace or otherwise — you agree to them.
RosterProof is provided "as is" and "as available," without warranty of any kind — express or implied — including any warranty of accuracy, completeness, timeliness, merchantability, or fitness for a particular purpose. Government sources change, lag, and correct their own records; we surface what they publish, with timestamps, and disclaim what they disclaim.
The dataset is an aggregation of publicly published government exclusion records that we have modified (normalized into one schema, NPI-resolved, history-tracked). It is not official government data, and no source agency — HHS-OIG or any state — endorses this product. The authoritative record is always the source agency's own publication; per-source attribution and required notices are at rosterproof.com/attribution.
You are solely responsible for any screening, compliance, credentialing,
payment, or other decision made using the data. Before taking any adverse action against a
person or organization based on a match in this dataset, you must
independently verify the record with the source agency (for the federal
LEIE, OIG's SSN-based Online Search is the definitive check). Records flagged
NEEDS_HUMAN_REVIEW require human verification by design.
Shoonya is not a consumer reporting agency as defined by the Fair Credit Reporting Act (FCRA), and RosterProof does not constitute a "consumer report." You may not use this data, in whole or in part, for FCRA-regulated purposes — including determining a person's eligibility for employment, credit, insurance, housing, or any other purpose that would require FCRA compliance. Program exclusion screening of providers and entities is not a consumer-report use; if your use case involves consumer-report purposes, do not use this data.
You may not use the dataset or this website for any unlawful purpose, including harassment, discrimination, or any use that violates applicable law or the source agencies' stated notices (for example, New York's intended-use notice shipped with NY records).
To the maximum extent permitted by law, Shoonya and its affiliates will not be liable for any indirect, incidental, special, consequential, or exemplary damages — or for lost profits, revenues, or data — arising from or related to the dataset or this website, and our total aggregate liability will not exceed the amount you paid us for the data in the twelve months preceding the claim (zero for the free tier). Some jurisdictions do not allow certain limitations, so parts of this section may not apply to you.
