Terms of Use

These terms govern use of the RosterProof dataset and website, provided by Shoonya ("we," "us"). By accessing the data — on the Snowflake Marketplace or otherwise — you agree to them.
1. The data is provided "as is"
RosterProof is provided "as is" and "as available," without warranty of any kind — express or implied — including any warranty of accuracy, completeness, timeliness, merchantability, or fitness for a particular purpose. Government sources change, lag, and correct their own records; we surface what they publish, with timestamps, and disclaim what they disclaim.
2. Aggregated public records — not official data
The dataset is an aggregation of publicly published government exclusion records that we have modified (normalized into one schema, NPI-resolved, history-tracked). It is not official government data, and no source agency — HHS-OIG or any state — endorses this product. The authoritative record is always the source agency's own publication; per-source attribution and required notices are at rosterproof.com/attribution.
3. Your decisions are yours
You are solely responsible for any screening, compliance, credentialing,
payment, or other decision made using the data. Before taking any adverse action against a
person or organization based on a match in this dataset, you must
independently verify the record with the source agency (for the federal
LEIE, OIG's SSN-based Online Search is the definitive check). Records flagged
NEEDS_HUMAN_REVIEW require human verification by design. Nothing on this site or in the dataset is legal advice, and
using the data does not by itself satisfy any screening obligation you have under federal or state law
(for example, 42 CFR 455.436 monthly screening) — those obligations remain yours.
4. Not a consumer reporting agency (FCRA)
Shoonya is not a consumer reporting agency as defined by the Fair Credit Reporting Act (FCRA), and RosterProof does not constitute a "consumer report." You may not use this data, in whole or in part, for FCRA-regulated purposes — including determining a person's eligibility for employment, credit, insurance, housing, or any other purpose that would require FCRA compliance. Program exclusion screening of providers and entities is not a consumer-report use; if your use case involves consumer-report purposes, do not use this data.
5. Lawful use, and the source agencies' own restrictions
You may not use the dataset or this website for any unlawful purpose, including harassment, discrimination, or any use that violates applicable law or the source agencies' stated notices. The dataset is labeled for compliance-screening use. Some source agencies attach conditions that travel with their records, and by using the data you agree to honor them:
- North Carolina and Texas records are included under those states' non-commercial permissions. Do not resell, sublicense, or repackage NC or TX records commercially, and do not alter them, without the agency's written permission.
- New York OMIG records carry an intended-use notice: they exist to prevent Medicaid payments to excluded persons, and use for other purposes is outside their intended scope.
- Washington HCA records carry the caveat that not every listed action involves a finding of wrongdoing.
- California DHCS records are provided under a revocable state license that requires attribution, citation of the source and publication date, and clear labeling of the data as modified.
- Michigan records are public records obtained under the Michigan Freedom of Information Act and are not to be resold.
If you redistribute any part of the dataset, you must carry these notices and the per-source attribution at rosterproof.com/attribution with it, must not present it as official government data, and must not remove the verify-before-adverse-action notice. You may not use automated means to bulk-extract this website or the API beyond the documented endpoints and limits.
6. Limitation of liability
To the maximum extent permitted by law, Shoonya and its affiliates will not be liable for any indirect, incidental, special, consequential, or exemplary damages — or for lost profits, revenues, or data — arising from or related to the dataset or this website, and our total aggregate liability will not exceed the amount you paid us for the data in the twelve months preceding the claim (zero for the free tier). Some jurisdictions do not allow certain limitations, so parts of this section may not apply to you.
